Beach Development Group is a small, woman owned, VaSwam Certified business formed in 2006 to develop unique commercial properties in strategic areas. Our mission is to design projects with quality, innovation and vision- in other words, create sustainable developments for the future.

Our inventive team of professionals in the trades of brokerage, construction, architecture, engineering and legal counsel ensure we can deliver the most leading edge designs, employ the most technologically advanced materials and provide the most sustainable, cost efficient utilization of land. Additionally, we endeavor to build close professional relationships with the developmental agencies with which we conduct business to make certain we meet the objectives of their comprehensive plans.

Kathy Owen, President, Beach Development Group

Ms. Kathleen P. Owens, CDR, USNR, Ret

Hailing from Cincinnati, Ohio, Ms. Owens attended The Ohio State University beginning in 1981 while also participating in the ROTC program there. In August, 1985, she graduated with a Bachelor of Science degree in Aeronautical and Astronautical Engineering and received her commission as an Ensign in the United States Navy.

Cdr. Owens immediately reported to NAS Pensacola, Florida for US Navy Flight School and was winged as a US Naval Aviator in 1986. At both VT-­-2 and VAW-­-110, Cdr. Owens was awarded ‘Top Hook’ for receiving the highest carrier arrested landing grades in her class in the T-­-2 Buckeye and E-­-2C Hawkeye respectively.

She then went on to fly transport missions as Aircraft Commander of the C-­-2A Greyhound throughout the US west coast, east coast, Caribbean, North America and Europe in support of US aircraft carriers when assigned to both VRC-­-30, NAS North Island, CA and VRC-­-40, NAS Norfolk, VA. In between duty stations, Cdr. Owens attended Naval Aviation Safety School at Naval Post Graduate School in Monterrey, CA. Spanning the time in both squadrons, she held assignments as NATOPS Officer, Assistant Safety Officer, Aviation Safety Officer and Administrative Officer. In 1991, Cdr. Owens had the distinct honor of flying the final carrier arrested landing aboard USS Lexington (CV-­-16).

Cdr. Owens left active duty in 1993 and joined the US Naval Reserves. She was assigned to VAW-­-78 from 1995-­-2001 and flew Carrier Airborne Early Warning missions as Aircraft Commander of the E-­-2C Hawkeye in support of fleet operations throughout the US east coast, Caribbean and South America. There, she held assignments as NATOPS Officer, Safety Officer, Operations Officer and Maintenance Officer. After 21 years of active and reserve service, Cdr. Owens retired from the USNR in 2007. Cdr. Owens’ awards include the Navy Commendation Medal (three awards) and the Navy and Marine Corps Achievement Medal (two awards).

Ms. Owens joined United Airlines in 1995 as an Airline Transport Pilot certified Flight Officer and holds ratings on the B-­- 737, B-­-757/767 and B-­-777 aircraft. Ms Owens has accumulated over 10,000 career military and commercial flight hours.

In 2006, Ms Owens formed Beach Development Group to develop unique properties in strategic locations. Her expertise is in land development and includes rezoning, lot subdivisions, wetland permitting, site design, construction administration and project management. She holds a Class A Contactors license from the State of Virginia. Projects to date comprise a variety of office, retail and outparcel combinations as well as lot subdivision and sales. Ms. Owens and her office condominium project, Kates Corner at Town Center were featured on the cover of the Hampton Roads edition of Inside Business magazine in 2007.

In 2013, Ms. Owens formed the Virginia Atlantic Regional Center and received the designation by USCIS as an EB5 Regional Center. It is the first EB5 Regional Center to operate in southeastern Virginia. Ms. Owens has resided in Virginia Beach, VA for 23 years. She is a 2013 graduate of the CIVIC Leadership course and is a member of the following organizations:
